From The Manifesto 24/05
No new features, compared to advances in news about the path chosen by the Berlusconi government to Campania bring out the emergency waste. We continue to believe that managing waste, even in situations of extreme crisis such as the bell is not reduced to build incinerators and open landfills: the same idea that was the basis of the Regional Plan launched 14 years ago by the Government Rakes bell - and then confirmed by Bassolino and other commissioners - which involved the construction of as many as 24 incinerators. That were then reduced to 13, then 3, then to one - but of immense size - but in the meantime, waiting for their turn on the purifying fire, has not done anything other than try new and old sites to open or reopen bury landfill where the growing mountain of waste every day, the region produces, and that every day is accumulated or re-accumulation on the roads. Faced with this, the solution proposed by the government has four points.

More incinerators
Four incinerators, and not just three: that never finished Acerra should be added to those already scheduled S. Maria La Fossa and Salerno and fourth in Naples. Of the new facilities was not disclosed capacity. The Acerra incinerator has a capacity of 700,000 tonnes per year of Cdr. If the three new incinerators were as large, would lead to nearly three million tonnes, most of all waste products from the region in a year. If, more sensibly, will have one third or so of that ability - say 250,000 tons each year - and that Acerra, given that we can bring it into operation, will work on half of its theoretical capacity, we would still have a potential of over one million tons per year. Since the CDR is less than half the population treated undifferentiated, which means that in four years, when at best the new incinerators will come into operation, the collection of the region should not exceed 6 to 700,000 tonnes / year or a little more than 20 percent. The law requires to reach a target of 40 per cent this year and 60 percent by 20011. It 'a law made by the previous Berlusconi government, (Dlg.152/06), while the new EU Directive on Waste European prescribe to arrive at least 50 per cent recovery of materials, which aim to achieve, however, must achieve at least 60 percent of waste collection. So if the government does not intend to violate its own laws in Campania, the Cdr to power the new incinerators will have to come from outside the region. Or is it in these incinerators to burn even the seven million tons of ecoballe (thanks to an ordinance passed by the Prodi government in Article mortis) which has already proved impossible to dispose of other incinerators. Also, thanks to another final order of the Prodi government, incinerators bells continue to enjoy the notorious Cip6, which, in the eight years of operation of the incentive, correspond to an expenditure for the benefit of managers from one to two billion euro, according to the actual installed capacity. All at the expense of electric utilities, and then we complain that it costs too much energy in Italy. To build new incinerators meeting the requirements of the law it takes at least four years. In the meantime, will have to work at full capacity the new landfill. But the government intends to activate the fast-track procedures to reduce delays. It 's a way strongly discouraged: the time has followed the junta Rakes, whose evaluating committee has awarded the Acerra incinerator in Impregilo (the project technically worst among those in the race) because the group had pledged to achieve in 300 days. The consequence is that we are still there, to put it under, it takes another 150 million euro, almost the cost of a new incinerator. It is not guaranteed to work.
Eight to ten landfills
Eight to ten sites to open up new landfills, in order to defend what is being done inside the army and will provide increased penalties for those who oppose: a solution that probably also applies to those who thwart the plans for incineration. So the environmentalists 'do', which in recent months has been spent to promote the incineration rather than recycling or reducing the at source, not to mention the mechanical biological treatment of residual undifferentiated, which could reduce almost to zero, it can celebrate its triumphs. Provided that there is to protect the Army.
Zero waste
Nothing on collection. He spoke of the Minister Prestigiacomo, however, excluded from the jurisdiction on the matter, which was handed over to the care of the "new" Bertolaso \u200b\u200bSecretary, Special Commissioner that he had failed to assert his organizational skills. It is understood the wording of the Commissioner present: the municipalities that have not submitted a plan for recycling (but how much? and with what results?) and police stations will be fined. But to do the recycling plan is not enough: those delivered to the Commissioner by the more than 500 towns in Campania are largely useless pieces of paper. It takes material resources (means and men), organizational structures and technical skills now largely non-existent and, above all, a close relationship between citizens and their government: all the things yet to be built in large part, pandering to the most common and virtuous doing to their trawls inefficient ones. Just what management commissioner, always waiting for the purifying fire, has never tried to do, because it is a process that requires activation of all resources a latent or unused land, which are controlled from above. Yes this would be a policy of "doing": a policy but has systematically faced him a "no" unspoken, but no less effective, who was waiting for the fire saving the incinerator. The results of this are pending before the eyes of all.
Waste rain
Nothing on the reduction of waste at source; Campania continue to produce 7,200 tonnes of waste per day, with increases - if the cost of living will not fight it - 2 -3 per cent. There was therefore need to move to Naples all the governmental structures to decide on a similar package. This trip has so far benefited only for one day, the center of the city, along the route from the airport to the Presidential Plebiscite Square. But the die is cast. Now you open a race between who thinks he can solve everything with incinerators and landfills, with an enormous amount of resources and in conflict with the objectives of the law, and who believes that the solution of the problem lies in reducing the waste mountain by a real waste collection systems and decentralized and diffused downstream (first composting of organic fraction, then treatment of the packaging of electrical and electronic waste and bulky; and perhaps mechanical and biological treatment of residual fraction: that is, a strengthening of the existing plant CDR), as required by law and implemented by the Italian cities, European and U.S. have embarked on a virtuous path (San Francisco, for example has already reached 65 per cent of waste collection, a few years ago it was not at all). There may be - and certainly there will be - mobilizations to oppose the opening of new landfills and incinerators in the old and new. But the real game is played here. Commitment of citizens, their committees and associations, their provincial government and start-ups provided by the recent regional law in beating the program of "all fire".
